Radio Delta
Radio Delta is a popular name for Dutch pirates. There are still two Deltas broadcasting occasionally on shortwave. I don't know if this Delta is one of those two ... maybe someone knows. But in this clip he says it is his first time on shortwave, recorded in the early 1980s. The QSL might also be for a different Delta ... sorry to be so vague!
